For a good player the advantages aren't enough to perceive in just a few matches which is why feedback in the CBT version was meh. The hit percentage isn't greatly effected as a result of RNG but the probability of critical hits does go up. The one that was used in CBT showed significant increase in critical hits among all types of player using it. I will submit to you that many players that don't think it's a big deal never tested it at all. The take away is it give an advantage they wouldn't otherwise have. In either case good driving will help mitigate good aiming. A good player using it will still have an advantage as a result. Being a good driver doesn't solve the problem either because the aim bot detects the changes faster than the person not using it. The mod will allow any player to drop a shell center of mass more accurately and consistently than any human player could. Your ability to aim is one factor in determine the effectiveness as a player.
